MALTA'S NEW CONSTITUTION

PROCLAIMED BY GOVERNOR COUNCIL REPRESENTATION Received Feb. 27, 5.5 p.m. LONDON, Feb. 26. The Daily Telegraph's Malta correspondent says that Lord Strickland has proclaimed the new Constitution, granting a council of eight officials, two nominated, and 10 elected members. The Governor will preside, with a. casting vote and lhe right to speak. Ecclesiastics are extended. The proceedings will be conducted in English and Maltese, both of which arc official languages. The clergy and the majority of representative bodies did not attend, Nationalists regarding it as a day of mourning.
