DIPLOMATIC RELATIONS RESUMED Received Feb. 21, 9.50 p.m. LONDON, Feb. 21. The British United Press correspondent in Paris says the French and Persian Governments have resumed diplomatic relations broken off last year on account of the Shah’s resentment at a French comic paper’s pun upon the similarity of the words “Shah” and “chat.”
