Bonnet and Sir Eric Phipps of fomenting a new “pre-Munich” war scare in preparation for the new concessions to Italians and Germans for the sake of avoiding war. M. Sarrant ordered all Mayors in the Paris region to prepare a scheme for the evacuation of the city to be carried out in 15 days.
