The Foreign Office spokesman confirmed the instructions to renew negotiations for a settlement of the fisheries dispute but said they were not necessarily to be construed as a final warning. On the contrary, Ihe press is belligerent and refers to the momentous decision and the grim determination to fish at any cost and protect Japanese rights with blood.
