U.S. BOMBING PLANES MR ROOSEVELT OVER-RIDES ARMY CHIEF-OF-STAFF Received Feb. 17, 9.30 p.m. WASHINGTON, Feb. 17. Accordin, to the testimony offered by the Secretary to the Treasury Mr. Morgenthau. before the Senate Military Committee, Mr. Roosevelt personally over-rode the Chief-of-Staff, General Craig, and permitted the French purchase of 100 American bombing planes. General Craig objected, contending that such a purchase might interfere with the United States Army’s procurement ot necessary planes in order to meet requirements under the new defence programme.
