LORD SAMUEL’S VIEW BUT NOT INEVITABLE [ British Official Wirelesr ] RUGBY, Feb. 10. Lord Samuel, speaking at Oxford, said he did not believe war was imminent. It was no doubt possible, and at any moment, but that was not to say that it was probable, and still less that it was certain. The danger of Italian attack upon France, he said, had receded since, none too soon, Britain had spoken a word of warning. Mr. Chamberlain’s declaration had been unquestionably endorsed by the whole of the British people. Another element of immense importance on the side of peace was the attitude of the United States. Aggressive dictatorships would recognise that there was a formidable factor to reckon with there. He said he still adhered to the view that war was neither inevitable nor imminent.
