NAVAL EXPANSION

JAPANESE PLANS “SITUATION MOST DELICATE” TOKIO, Feb. 9. “The situation is most delicate, and I am unable to reveal the naval expansion plans,” said the Admiralty spokesman, replying to a report that Japan is building up to equality with any Power.
