AFFILIATION CASES
COMPULSORY BLOOD TESTS BILL BEFORE HOUSE OF LORDS (Independent Cable Service.) Received Feb. 9, 10.30 p.m. LONDON, Feb. 9. The House of Lords gave the second reading to the Bill to make blood tests compulsory in all affiliation cases. Lord Dawson of Penn declared that the Bill was supported by the scientific world. Lord Merthyr stated that tests would show that one-third of accused persons should be exonerated and would have prevented a notorious case wherein a man was gaoled 19 times rather than pay an order which it was subsequently shown was granted on perjured evidence.
