THE OUTLOOK IN INDIA. Received Feb. 9, 6.30 p.m. LONDON, Feb. 8. The Daily Telegraph’s Bombay correspondent says that the projected resigntaions of 12 of the 15 members of Congress Executive as a result of Chandra Bose’s election as President of Congress have not improved the prospect of Federation. Those threatening to resign represent the Right Wing. It was reported on January 29 that Chandra Bose had been re-elected President of Congress, this being regarded as a defeat for Mr. Gandhi and the Congress high command which backed the Rightist Dr. Sitaramayya. Bose said the election meant victory for the opponents of Federation, and he predicted the end of the compromise with Britain.
