BIG ENGINEERING FIRM PROPOSALS FOR REHABILITATION ARMSTRONG, WHITWORTH’S AFFAIRS, LONDON, Dec. 10. The expert committee’s recommendations to save the firm of Armstrong Whitworth, which is unable to pay its debenture holders, include' a request that holders of per cent, second mortgage debentures, three’ years 5$ per cent., notes and 6| per cent, consolidated mortgage debentures, should grant a five-year moratorium, profits in the interval paying interest on the securities, in which connection the holders will give the company time to recover. The company will pay t no dividends until all interest under the scheme is paid.
