Received Dec. 10, 7.55 p.m. LONDON, Dec. 9. A message from Berlin states that a confidential memorandum of the Finance Ministry shows that generous pensions are given officials and high officers, compared with the pittances granted to war cripples. A hundred ex-chan-cellors and ex-ministers receive on an average £2OOO apiece, including Herr Michaelis, who held the Chancellory for three months, yet nets £l5O per annum. Herr Cuna has a pension of £lOOO though he has also £15,000 as manager of a prosperous steamship line. Dr. Luther, in addition to a pension, receives £5OOO as Director of State Railways. Fifteen hundred ex-generals and a hundred ex-admirals share £2,000,000 per annum.
