Received October'2B, 9.6 a.m. The Kaiser unveiled a statue of Yon Moltke at Berlin. At a banquet in the evening he gave, as a silent toast. "The Past," then toasting " The Present and the Future." He said: " You have seen how we stand in the world: then keep your powder 'dry, your sword keen, your eyes on the goal, Wd your muscles taut, and away with pessimists. I empty my glass to ouir people in arms, the German Army., and the general staff."

Reuters Beaiin correspondent reports that the Kaiser's speech is- interpreted that (he considers that the Army- and Navy, in view of recent events, are imperatively necessary, and he desires strongly to support them in their coming demands to the Reichstag for an increase in their grants.

In an earlier speech at his Saxon Grenadier Reg ment's luncheon, given in his honour at Dresden, the Kaiser remarked: " We live in a time wherein every young German capable of bearing arms must be ready to step forward far the iFatherland."

PARIS, October 28

M. Olemenceau, in the newspaper " Augore," declares that the Kaiser's menaces are addressed to Great Britain, not to France.
