Another version of M. Witte's reply to the deputation is that he said that universal suffrage would lead to bribery and give the capitalists power. He instanced America, and added that if tho famished people of Moscow and other, cities attacked the strikers, and tho Government fell in the middle of th' 3 riot, the working class would rule. His hearers remained unmoved. The Railway line to Finland is the only railway working. ST. PETERSBURG, October 27. The majority of Ministers favoured the immediate Constitution. The minority secured M. Witte's appointment. It is doubtful 4L has liberal programme ■will be of any avail now.'
