Prince Louis Napoleon has resigned Vlie Governorship of the Caucasus, disliking the idea of his authority being limited by the Duma. Received October 24, 0.50 a.m. ST. PETERSBURG, October 23. The leaders of the Revolutionary Party have proclaimed a general railway strike in Russia, the objects of which are political.
