NEW YORK, October 21

President Roosevelt, speaking at Atlanta, said that Federal control of corporations was necessary. Referring to the insurance scandals, be said the public conscience was shocked at the m\ elation of the way some great fortunes were obtained and used. Congress must assist towards ending the Chinese boycott. "We come short of out* duty towards China," said the President. "We ought to operate on the exclusion law with as little harshness as possible, showing every courtesy, consideration, and encouragement to the Chinese, and guaranteeing all, except coolies, the same "ight of entry and the same treatment as is guaranteed to citizens of any other nation."
