The Mikado's, rescript announcing peace, after referring to the glorious success of the army and navy and the oheerful self-sacrifices and patriotism of the nation, declared that the .treaty secured tlie essential objects of the war. The terms were in entire conformity with his will. Russia would again be the friend of Japan, and h© hoped the relations would be become intimate and cordial. He urged constant efforts to improve the national administration and strengthen the Empire.
