LONDON, November 27.
Mr. Austen Chamberlain'addressed a mass meeting at Cambridge. He said the principle that they must not retaliate lest they damage their knuckles did not obtain at Cambridge in his undergraduate days. The Government aimed at negotiating freely, backing their words if necessary with deeds. He had heard of a (large order being placed in Germany, but, -awing to New Zealand's prefential ./action, me order had been cancelled and ptaiced in England. The meeting resolved almost unanimously to endorse the Balfour policy.

Mr Ritchie, speaking at Croydon, said he did not anticipate much remission in the next Budget, but the indirect taxpayer was entitled to first! consideration. It was quite right to try to lower the barriers preventing a large export trade, but if there was a large export they must do a large import trade. Sonw obstacles were of our own''creation.' Buchenong's recent report emphasised the lowness of American freights to South Africa compared with ours. What was wanted was improved methods of putting go«ds before foreign customers, and improved Consular service. The Government ought to provide commercera with fine buildings and •staffs as on the Continent.
