[BY TELECHIAPH.J (SP&OIAL TO THE OHBOBTIOLB.) WbIIINGHON, November 2 The Financial Statement was deliverable to-night-, in an hour and a half. The galleries were crowded, and the greatest interest was shown by everybody, members listening with the gravest attention. The general opinion in the lobbies ia extremely favourable to the Ministerial proposals, and the speeoh is admitted by nearly all to be one of the ablest ever delivered in the history of the colony. The thoroughness of the Government in their retrenchment is is much applauded, bud there is some slight adverse criticism to the proposed new loan. Sir Julius Yogel is expected to make a big speech on Friday, and rnmour prophecies an entirely original scheme from him, in which cessation of Publio Workß will not form a portion. Amongst manyOppositionistfi, however, there is said to be a feeling that the Government have done very well, and that any chance of ousting the Ministry this session is extremely vague,
