In consequence of tho proclamation of independence issued by tho Albanians, communications have beon exchanged between the Groat Powers, and the various Ambassadors at Constantinople have demanded that Turkish troops bo despatched to surround tho Albanian districts. The Sultan, it appears, made a proposal to the Ozar of Kussia, who had previously demanded the execution of the assassin, that tho death sentence should bs commuted. The Ozar, however, has refused to consent to this, and repeats his demand that the death sentence should bo carried out.
