RUMANIANS IN SOUTH RUSSIA. BUT BESSARABIA STILL HELD. (By Telegraph—Press Association —Copyright) (Received This Day, 11.55 a.m.) LONDON, December 22. According to the Cairo radio, Rumania has ordered the evacuation of territory between the Dniester and the Bug. Reuter says this means the withdrawal of Rumanian troops from all Russian territory, but still' leaves the disputed frontier province of Bessarabia in Rumanian hands.
