CIVIL WAR

SAID TO BE IN PROSPECT IN BULGARIA UNLESS PRO-GERMAN POLICY ' IS ENDED. ANTICIPATION OF TRIMMINGTACTICS. (By Telegraph—Press Association—Copyrightl LONDON, December 12. Bulgaria is now faced with a definite threat of civil war if her leaders continue with their pro-German policy, says the “Daily Telegraph’s” diplomatic correspondent. Bulgarian partisans are openly fighting against the German control in large mountainous districts, and acts of sabotage are becoming frequent. The course which the Prime Minister, General Bojilov, is most likely to choose as things stand now is to form a new Ministry of men who, though fundamentally; pro-German, are not so clearly identified with the pro-German policy as his recent colleagues. The threat of an Allied invasion, though steadily growing, is not immediate, and Bojilov may try, under German pressure, to keep Bulgaria at war on the German side for as long as possible. In an earlier message the Istanbul correspondent of the British United Press said that General Bojilov had resigned, together with the Ministers of the Interior and Foreign Affairs. The “Daily Mail’s” Madrid correspondent reports that the peace-or-war struggle has spread to Rumania. Supporters of Dr. Maniu, the leader of the Peasant Party, are forcibly resisting conscription for the army. The “Daily Telegraph’s” Istanbul correspondent says that huge demonstrations are reported to have been held in Bucharest and other chief towns of Rumania on the anniversary of the cession to Hungary of -the Rumanian province of Transylvania. Increasingly violent newspapers polemics are sharpening the tension between Rumania and Hungary, and this is causing much concern in Berlin, which is unable to restrain its pugnacious satellites. The Cairo radio stated that a Hungarian peace party has flooded Hungary with pamphlets urging the people not to help the war effort, but to help the peace party to power. The Government is holding meeting after meeting of the Cabinet.
