The Russians do not intend being tolerant toward Britain’s enemies nor the British tolerant toward Russia’s foes. Bulgaria cannot hope to escape, through relations with Russia, from the punishment awaiting her for cooperating with the Reich, neither can Spain, who sent volunteers to the eastern front, efface the memory of this act by an attitude of non-beliger-ency toward Britain.
