ARRESTS REPORTED

IN LEBANON REPUBLIC PRESIDENT & MINISTERS. CONSTITUTIONAL CHANGE OPPOSED BY FRENCH. (By Telegraph—Press Association —Copyright) LONDON, November 11. A message from Cairo states that Senegalese troops in Lebanon are reported to have arrested the President of the Lebanon Republic. The Premier and two other Ministers have also been arrested and removed to an unknown destination. • There is said to be considerable excitement in Beirut, the Lebanese capital. Some weeks ago the Premier announced that the Government would promote a Bill for a revision of the existing Constitution, which he stated was incompatible with the full sovereignty of Lebanon. The French National Committee in Algiers declared that such unilateral action could not be taken while there was a French mandate over the territory. In' 1941 Lebanese sovereignty was declared by the leaders of the Free French and British forces which had entered the country, but the mandate could only be terminated by the French Government.

In spite of this warning the Lebanese Assembly went ahead with the constitutional legislation. Street demonstrations have been reported in Beirut. The French High Commissioner in Beirut is said to have proclaimed martial law.

Lebanon is garrisoned by French and British troops.
