The State Department declared that “serious consideration is being given” ,to the fact that Generalissimo Franco has sent his congratulations to Senor Jose Laurel, the head of the Japanese Puppet Government in the Philippines. This statement, it is believed, is the prelude to action which will unfavourably affect the Spanish Government, and it is taken as evidence that American foreign policy, following upon the Moscow agreements’ will involve a stronger line against the Axis sympathisers and Fascist fellow-travellers.
