WITH MOSCOW AGREEMENTS MEMBERS OF UNDERGROUND MOVEMENTS. PROBLEMS OF POST-WAR ADJUSTMENT. (By Telegraph—Press Association— Copyright) WASHINGTON, November 2. Diplomatic circles which are in close touch with the anti-Axis underground movements in the occupied countries disclosed that they are far better pleased with the Moscow agreements than they had been with the former British and American foreign policy, which, rightly or wrongly, was interpreted as an attempt to establish a belt of semi-authoritarian Governments in Western Europe as a bar against Communism. The general verdict of all the nations is that Moscow agreements exceed the most optimistic expectations, thougn Yoygoslavia and Greece are reported to be disappointed that an agreement does not provide for the punishment of the Italian war criminals. A former Austrian Minister of War, Herr Julius Deutsch, a Social Democrat, ■ stated that the Moscow agreement was being hailed among, the Austrian underground leaders and antiFascists, who understood that an in-’ dependent Austria would participate in a democratic progressive bloc of European nations, particularly Czechoslovakia, Yugoslavia and a democratic Hungary. The reconstruction of Austria is expected to facilitate the establishment of a Danubian federation based on Austrian and Czechoslovakian industry, Hungarian agriculture, and Balkan raw materials, says the Cairo correspondent of the “New York Times.” He says that observers also express the opinion that Russia may seek, either by occupation or other form of control, to secure the Danubian delta and bolster her Black Sea position by the establishment of bases at Bulgarian ports.
