BLACKOUT ON AMERICAN PACIFIC COAST RESTRICTIONS TO BE LIFTED (By Telegraph—Press Association— Copyright) (Received This Day, 11.40 a.m.) WASHINGTON, October 28. Blackout restrictions on the Pacific coast of America will be lifted next month. The A.R.P. authorities in Washington said the success of recent operations against enemy submarines in the Pacific made the blackout unnecessary.
