Complete disorder is likely to break out in France at any moment, said a Vichy Government spokesman over Vichy radio. “A new wave of terrorism is sweeping France, and sabotage and clashes between terrorists and the police are occurring throughout the country,” he said. “The atmosphere in France is ripe for complete lawlessness.” Discontent was also creeping into the French Legion, which was under Marshal Petain’s orders. The radio added that M. Bousquet, the Vichy police chief, had issued a statement that the French police were fulfilling an increasingly difficult task. They were insufficiently armed against terrorists, and the Germans were constantly accusing them of being on the terrorists’ side.
