“Everybody has given up prophesying the end of the war,” said a French newspaper received in England in August, “though the general opinion is that the Allies will win.” Speaking of fear of the coming winter, the paper adds: “It may be strange to speak of winter now, but life is so difficult in many departments that people are already thinking of it. In Vichy and the larger towns of southern France, thousands of workers, earning from 2,000 to 3,000 francs monthly, have not enough to eat. There is always the black market, but who can afford to pay 800 to 900 francs for one meal?”
