President Roosevelt sent a message to Congress asking for authority to proclaim the legal independence of the Philippines as a separate, self-govern-ing nation, as' soon as this is feasible, and to provide for physical and economic rehabilitation. Under the existing law, the Philippines automatically become independent on July 4, 1946, but President Roosevelt said it is possible that the fortunes of war will permit an earlier consummation of the joint will of the Filipino and American people.
