LABOUR MINISTRY
FORMATION IN VICTORIA. PROMISE OF ELECTORAL REDISTRIBUTION. (By Telegraph—Brass Association—Copyright) (Received This Day, 9.40 a.m.) MELBOUffiNE. This Day. Mr John Cain, State Labour leader, yesterday accepted a commission from the Governor to form a Government in Victoria. Mr Cain will form a Ministry and meet Parliament today with a total strength of 26, including three Independents. Against him will be Mi’ Dunstan’s Country Party of 25 members, and the United Australia Party, led by Mr Thomas Holloway, with 13 members. Mr Cain’s decision to form a Ministry temporarily solves a political tangle unprecedented in Victorian politics. It is understood that Mr Cain intends to submit an electoral redistribution measure, calculating upon the support of the U.A.P. to assist, in view of the fact that the U.A.P. voted with Labour in defeating Mr Dunstan for his failure to introduce a Redistribution Bill.
