SCHOOL LEAVING AGE
TO BE RAISED NEXT YEAR TO 15. GOVERNMENT’S INTENTION. . (By Telegraph—Press Association.) WELLINGTON, This Day. The Government's intention to raise the school leaving age to 15 as from the beginning of 1944 was mentioned in the annual report of the Minister of Education. Mr Mason, presented in the House of Representatives. It pointed out that the Education Amendment Act. 1920, provided for this under Order-in-Council. Due to the constant shortage of teachers and accommodation these provisions had never been put into operation, but he was convinced, stated the Minister, that if we waited till every building and teacher was ready we should wait for ever. The raising of the age would be the most important single step that could be taken for child welfare. “From much that has been publicly said and written it might be imagined that a wave of juvenile delinquency was sweeping New Zealand.” continued the report. In strongly deprecating such alarmist reports tire Minister said he was happy to note that fears of a sharp rise in the figures had not been realised. Only a very slight rise in juvenile offences had been recorded last year, and this was the first increase since the outbreak of the w,ar. There was, however, no ground for complacency, and the Minister said he had given approval for the appointment of “visiting teachers” in certain areas. They would be attached to schools without responsibility for class teaching but with the special function under the headmaster of maintaining contact between the school and the home and be responsible for the study and treatment of children difficult to adjust to normal school life. Special arrangements would be made for training teachers in this branch of work.
The Minister stated that he had given instructions that the whole primary curriculum be reviewed section by section. He also proposed to set up a committee on health education.
The total expenditure on education for the year ended March 31 last was £5,038.395.
