PEACE MEDIATION

4> OFFER MADE BY SPAIN.

POSSIBLY AT BIDDING OF AXIS. (By Telegraph—Press Association—Copyright) LONDON, April 17. “Spain is ready to offer her good offices to achieve restoration of worldwide peace,” declared General Jordana, the Spanish. Minister of War, in a speech at Barcelona yesterday. He said that the Holy See and neutrals should collaborate.

General Jordana said that Communism was the world’s greatest menace, and the Berlin radio, in mentioning his speech, emphasised only this aspect of it. A Foreign Office spokesman in Berlin, disowning General Jordana’s peace speech, says: “Nothing was known in Berlin before the speech about the Spanish Government’s desire to offer its services in any peace negotiations. We do not know whether third Powers suggested this mediation. Germany and her allies aim at a triumph without compromise.” American diplomats in Washington generally do not take the Spanish peace move seriously, even though it may be part of an Axis peace drive preceding big offensives this spring states a message from Washington.
