The report adds that, in return for Hitler’s promise of full aid in the defence of Italy, Mussolini had to give these additional guarantees: (1) Every man and woman in Italy would be mobilised along German lines. (2) There would be a full utilisation of the Italian Fleet in the Mediterranean, with Admiral Doenitz in supreme command.
