RIVAL NOMINEES
GOVERNORSHIP OF FRENCH GUIANA. GIRAUD'S MAN EXPECTED TO ARRIVE FIRST. (By Telegraph—Press Association —Copyright) NEW YORK, March 23. Early clarification of the staffis of French Guiana is expected to follow the arrival in Cayenne of Colonel Albert Lebel, General Giraud’s representative, and a declaration by Colonel Vanegue, commander of the French forces in Guiana, for General Giraud. Colonel Lebel, who carried from Washington assurances of food shipments and other plans for assistance, will serve till the early arrival of M. Capenne, whom Giraud has designated as the permanent Governor. M. Capenne is already en route, and he should arrive before M. Maurice Bertaut, General de Gaulle’s nominee for the governorship. It is reported from Algiers that Dr. Jules Abadie, who is a close friend of General de Gaulle, will become General Giraud’s Secretary of the Interior in North Africa in succession to M. Jean Rigaud, who was dismissed last week. M. Abadie, whose wife is Jewish, will control the police and internal order.
