Goebbels, in a speech on the tenth anniversary of the Ley Propaganda Ministry, said , the present governments of occupied countries were necessitated by exceptional circumstances. They could not be considered precedents for those countries, continuing after the war. “The Jewish problem must be solved,” he added. “The solution may be carried out by humanitarian methods. We are not opposed to the creation of a Jewish State.”
