ANOTHER FAILURE
IN ATTETvIPT TO FORM FINNISH CABINET. (By Telegraph—Press Association— Copyright) LONDON, March 3. Another attempt to form a Finnish Cabinet has failed, because the Agrarian Party refused to take part in it. After conflicting reports about the formation of the new Government under the re-elected President, Ryti, the Finnish radio on Tuesday said that Ryti had authorised Vaenoe Hakkila (the Speaker of the Diet, and a member of the Social Democratic Party) to form a Government. The radio announcer added, “The situation in Finland is showing increasing confusion. .”
