RELIEF FOR REFUGEES

BRITISH AND AMERICAN CONFERENCE. (By Telegraph—Press Association— Copyright) WASHINGTON, March 3. A British-American conference at Ottawa to explore the possibilities of international action to relieve the victims of racial persecution and also political refugees has been proposed by the Secretary of State, Mr Hull. The proposal was contained in a Note to Britain on February 25. The Note does not mention a date for the conference. It suggests that exploratory talks should be guided by four points: First, the refugee problem should not be considered as confined to any race or creed; secondly, wherever practicable temporary asylum should be found for refugees as near as possible to the area where they are at present living; thirdly, plans for the. maintenance of refugees in neutral countries; and fourthly, the possibility of finding temporary asylum in countries other than neutral. The Note was published soon after the Assistant-Secretary of State, Mr Sumner Welles, had disclosed that the United States will give immediate consideration to a measure alleviating the suffering of European Jews.
