CANADA FRAMING SCHEME SELECT COMMITTEE SET UP. PLANS FOR POST-WAR PERIOD. OTTAWA, February 18. A select committee of the Canadian House of Commons, comprising fortyone members representative of all parties, shortly will be hammering out Canada’s charter of social security. In accordance with the announcement in the speech from the throne, the Prime Minister, the Rt. Hon. W. L. Mackenzie King, has given notice of motion in the House of Commons calling for the committee’s appointment. The committee will be empowered to examine and study five fields: — 1. Existing social insurance legislation of the Parliament of Canada and of the provincial legislatures. 2. Social insurance policies of other countries. 3. The most practicable measures of social insurance for Canada, including health insurance, and the steps which will be required to give effect to their inclusion in a national plan. 4. Constitutional and financial adjustments which will be required for the achievement of a nation-wide plan of social security. 5. Other related matters. ' The committee will have power to appoint a sub-committee from within its members. Various provincial governments are also planning for the post-war period. Premier Godbout of Quebec recently announced a colonisation plan entailing the expenditure of 10,000,000 dollars over a period of years. Premier Godbout estimated that the adoption of the plan will give employment to 25,000 men who later might be induced to settle on the land. Premier John Hart has announced a British Columbia legislature plan for post-wai' development under which the British Columbia Government will be authorised to float a loan of 15,000,000 dollars for roads, public buildings; the appointment of a commission which will make a hydroelectric survey of the province with a view to providing power for rural areas; renewed offer of bonuses for the establishment of the steel industry in British Columbia; and the establishment of the fibre flax industry in the Fraser Valley.
