ADMINISTRATION PLANS OUTLINED IN BRITISH PROCLAMATION) * INTERNMENT OF FASCIST LEADERS. (By Telegraph—Press Association—Copyright) LONDON, January 26. • A British proclamation has been issued in Tripoli outlining plans for the administration of the occupied territory. Giving this news today, the British Minister of State in the Middle East, Mr. R. G. Casey, said the plans were actually prepared before 'the Eighth Army advanced. The proclamation calls on the population to remain tranquil and to obey orders. A British military court is to be set up to deal with such war crimes as sabotage. Arrangements have been made for food supplies and medical treatment. Guards are to be posted on public buildings in various centres of occupied territory. Fascist leaders and prominent members of the Fascist Party will be interned. The Fascist Club and similar institutions will be closed and the teaching of Fascist ideas in schools will be forbidden. Italian courts of justice will continue to deal with cases of civilian crime, acting under the control of the military governor. Until the end of the war, Tripolitania will be administered as occupied enemy territory and its ultimate fate will be decided by the United Nations.
