OUTSPOKEN DECLARATION BY MAYOR OF NEW YORK. FAIR DEALING DEMANDED OF RUSSIA. In a speech on the occasion of the Pulaski Day celebrations in the United States of America on October 4, the Mayor of New York, Mi’ F. La Guardia made a speech in which he said: “They are trying to explain to the United States that Russia occupied Poland in 1939 for some complicated and obscure reason or strategy. I think it was a stab in the back with regard to Poland’ which was fighting Hitler at that time. I am not a diplomat and we live in democracy so I can say openly what many Americans believe to be true. Russia! in her own interest, should come to an understanding with Poland. Ir Russia desires that we trust her and extend her every help she deserves, then she must practise principles for which we and our Allies are fighting in this war. Occupation, of the secular Polish territories cannot be approved by honest Americans. Some people maintain that it is difficult to ascertain Poland’s boundaries. I say for all unprejudiced people that Polish frontiers are perfectly clear —they are those within which that nation lived for centuries, and no honest-thinking mail ever questions them.” Mr. La Guardia’s speech greatly impressed the Poles in London. General Sikorski, when he learned of Mr. La Guardia’s statement, immediately sent him the following cablegram: “Warmest thanks to an honest man for his 'honest words.”
