OUTLINE OF AMERICAN PROPOSALS. (By Telegraph—Press Association—Copyright) WASHINGTON, January 21. The details of the American Beveridge Plan at which President Roosevelt hinted in his address to Congress are revealed by the Secretary of Labour, Miss Frances Perkins. The plan includes an extension of and increase in old-age and unemployment benefits, and the provision of hospital facilities and funeral, maternity and other payments. Initially the scheme will be financed by a 10 per cent payroll tax, shared equally by employers and employees, but subsequently Government contributions will be necessary.
