President Roosevelt has sent Mr Flynn’s nomination to the Senate, as his personal representative, with the rank of ambassador. In a letter to Mr Flynn, President Roosevelt said: “I am appointing you my personal representative, with the rank of ambassador. I do so because in the very large area of the South-West Pacific I want to feel free to avail myself of your services in various other forms of activity over and above your duties as Minister.”
