It is understood that Britain has received through Switzerland, as protecting Power, a Note from Germany on the manacling of prisoners of war. The Note, which refers to the proposals made by Switzerland for freeing prisoners on December 15, is being considered. German prisoners in British hands were released frim their manacles on December 12.
