CONSTRUCTION OF DOCKS IN .SOUTH AFRICA. AT EAST LONDON & DURBAN. (By Telegraph—Press Association— Copyright) (Received This Day, Noon.) PRETORIA, October 9. The Minister of Railways (Mr Sturrock) announced that a new graving dock is being built in East London and also a floating dry dock of 16,000 tons capacity at Durban. He said shipping was sufficient to maintain reasonable supplies for South Africa. South African, defence expenditure in the first six months of the financial year was £45,000,000.
