Japan s successive victories have made the Allies concerned and impatient. They have been induced to abandon their original policy of fighting a long war and now plan to take the offensive against Japan as soon as they have built up armaments.” , Mr Tani said Japan’s policy towaids Russia was unchanged, “relations with Russia in the Far Eastern territory being unchanged and tranquil.
