* REPORTED NEGOTIATIONS. (By Telegraph—Press Association—Copyright) LONDON, September 12. The Vichy radio says that Emperor Hirohito of Japan received the Russian Ambassador. It is rumoured in Shanghai that important negotiations are being conducted between Japan and Russia. The Ambassador to Russia, Mr Sato, reportedly recently flew from Kuibyshev to Moscow, where he conferred with M. Molotov.
