RESIGNATION OF FOREIGN MINISTER. PORTFOLIO TAKEN OVER BY PREMIER. LONDON. September 1. The Japanese Foreign Minister, Mr Togo, has resigned. A new Ministry has been formed —a Ministry of Greater East Asia, to have control of all of Japan’s conquests. The Prime Minister, General Tojo, has been formally installed as Foreign Minister.
