RESTORATION HINDERED BY DUTCH. (By Telegraph—Press Association— Copyright) (Received This Day, 12.15 p.m.) LONDON, July 22. A New York message states that a Japanese spokesman on the Batavia radia said the immediate restoration of the railways in Java was being hampered by “renegade” Dutch troops, who had been shooting Japanese repair gangs.
