AMERICAN APPOINTMENT. (By Telegraph—Press Association— Copyright) WASHINGTON, July 20. Mr William Phillips, former Ambassador to Italy, has been appointed chief of the United States Office of Strategic Services in Britain. Mr Phillips arrived in London on Saturday and will be attached to the Embassy with the rank of Minister. Though his work is of a military nature. he will not hold military rank. His duties will be to collect and analyse strategic information required by the United States and the joint chiefs of staffs committee. He will establish contact with the British psychological warfare organisation and also contact exiled Governments in London which are connected with leaders of rebel elements in occupied countries.
