The House of Representatives Military Committee reported that a year’s investigation had uncovered evidence revealing — sordid picture of excessive commissions, brokers and vendors’ profits, exorbitant salaries and bonuses and fees for management in many War Department contracts. , The Chairman, Mr May, recommended ending the cost, plus a fixed tee method, ' excepting in unique cases.
